Suggestion:
Make flying altitude limit relative to ground under character (or per area average ground height) not relative to sea level.
Currently it's very annoying and probably confusing (see here) when you can't jump with your flying mount.
Alternatively if the land heights are chosen deliberately so that players cannot fly in certain areas (unless they have high end flyer) then perhaps make it so that altitude limit is 'x above sea level or y above ground', where y is some very small number.
A bit more conservative option is to leave it as it is now, but allow a few seconds flight above limit, this way people (hopefully) won't be confused that they really are above limit (height bar will be shown for a while), and you could remove that red border when player is approaching altitude limit, instead show it when it is above limit and will dismount after a while.
