I got a White-Maned Panther (same level as me) down to low HP where if I attacked again I would have killed it. I then tried taming it and got thrown off its back three times. Three times. I'd expect having difficulty with elite/heroic mounts, but this is just a standard 1-start mount, and I did everything possible to make taming it successful. I didn't have any issues taming other mounts in the area, so I'm pretty sure this is just a case where RNG is to blame. Taming should involve less RNG and more player-controlled things. If the player does everything right, there shouldn't be a chance to fail taming such a low-tier mount when it's not even a higher level than the player.
