The closest we have to this is the region chat, if a world chat was added people could talk no matter which region they're in, yells would still be unique in that they show up above the chat/in the chat log anyway.
Now obviously the biggest issue with this is another annoying chat tab full of gold spammers, which wont be an issue if they get rid of the spammers or at least mute them for spamming.
Also, this would likely reduce the amount of elluns people spend - which may be less income for nexon in the end which could be another drawback, however who would honestly buy elluns to yell?
